Act 3 of 2026 amends 21 principal Acts and 2 sets of regulations, reshaping Mauritius’ AML/CFT framework and adding a dedicated Countering Proliferation Financing (CPF) dimension for the first time. This course takes compliance officers, MLROs, accountants, trustees and legal professionals through what has actually changed and what it means in practice: the new statutory definition of “proliferation financing risk” and its link to FATF Recommendation 7, the tightened cascading test for identifying beneficial owners, beneficial-ownership registers for societies, trusts and trustees, and the extension of risk-based AML/CFT duties to proliferation financing. You will also work through the Act’s new real-time enforcement tools — FIU orders to temporarily suspend a suspicious transaction, 48-hour FCC information demands for asset recovery, confiscation of “property of corresponding value”, MIPA inspection powers, and the new offence of ecocide — alongside the due-process safeguards that protect regulated entities, including the 21-day right to make written representations before an administrative penalty. Each module pairs verbatim legislative extracts with plain-English explanation, practical implications and worked examples, and the course closes with a compliance checklist and a 15-question knowledge check.
